Perhaps Latics are to use St. George's Park as a training/bonding camp. Last year, when I went there to show a visitor round the complex, Sheffield Wednesday and Steaua Bucharest were based there in training camps. They played each other the day after Latics played Dinamo at Leigh.

 

Games played there are always advertised as 'behind closed doors' because there are no public facilities, but there is nothing to stop visitors using the hotel's public bar and/or restaurant, looking at the England memorabilia display and looking round the site. The pitch where Latics Reserves played Burton Albion Reserves has seats (wooden slats on steps) running the length of the pitch. The 'Wembley' pitch, where England train, has a proper stand, but I would imagine access to that is more difficult, if not impossible.
