Actually, to me, it looks as though the printing ink colours CMYK have been used and overlaid out of register to produce a rainbow effect. I have to agree, it's not good but also agree that the old logo needed an update. It would have been helpful if the forum members were given a choice between maybe three or four designs and the most popular logo was used.
