Unless of course they want to play in play in Bury, which would be a bit strange. In effect they wouldn't be accepted into the FL and probably not the conference, unless the rules were changed. Why would the FL want to change the rules? No benefit going forward to lower clubs as they would quickly get promoted, once they got up the leagues, are they arguably any bigger then any other of the top Championship clubs or Lower Prem?

But if Rangers are looking to do this wouldn't pompey be more of a logical explanation because financially they are skint.
