Full explanation has already been given in earlier posts. If a team has a first team player who is also an international (U21 or Full) then the call up impacts the team and should count towards one of the three. Simple really. Btw. I think compulsory is the answer to that question. If clubs were missing players and unable to postpone there would be a lot of short term injuries cited.
