It doesn't matter whether they play or not. They're not available to play for their club side.

It was up to the club whether they released them, now it's compulsory.

Full explanation has already been given in earlier posts. If a team has a first team player who is also an international (U21 or Full) then the call up impacts the team and should count towards one of the three. Simple really.

Btw. It is Walsall who have requested that this game is called off not Latics.

I think compulsory is the answer to that question.  If clubs were missing players and unable to postpone there would be a lot of short term injuries cited.

Walsall seem to play a lot of mid-week games on Wednesday. Could be at their request. Or it could be because City are playing Liverpool at home on the Champions League on the Tuesday.
