People will have to have their temperature taken outside the turnstiles and take their seats in a socially distanced way so extra time will be required. Given that half the crowd usually turn up in the last 15 minutes it doesn't seem overly excessive and 2000 spectators in the Nou Camp would be easier to manage that 2000 at Park Boundary. It will be simple (if/when 2,000 are allowed in), or ought to be. My brother-in-law, his wife and son went to Chelsea v Krasnodar last week. Looking at the numbers Tameside and Stockport were very unlucky to stay in Tier 3, but there's a strong argument for treating all of Greater Manchester as one and some parts of G. Manchester were bound to be staying in Tier 3. The pressures on the NHS are still heavy, and some of that is due to staff isolating, even if they are well.
