I don’t think one person has said he’s overrated. That would imply he’s a shit footballer really.  He’s not. 
 

What many have said is, for the level of player he is and what we thought he would bring. He’s been a disappointment. Which is completely fair. He has.

There is all the difference in the world between overrated, and underperforming. I haven’t watched Norwood enough to give an opinion on which description he might fit, just pointing out that terminology can be important.
