It would essentially become a club side if half the team's foreign... Spot on. As for the comparisons with cricket, it's a commonwealth game with limited countries taking part - so there has to be some flexibility on allowing players of non-test playing nations to be taken on by test playing sides. I think this is probably the intention, but it has been mis-used by certain players to get test cricket. They should probably try to close a few of those loop-holes.
