Having read the EFL rules regarding “dual interests”, there are a number of conditions that apply and which would necessitate an application to the EFL to bring any such potential dual interests to their attention. Some of those are quoted earlier in this thread. It doesn’t mean that someone can’t have a dual interest, it just requires that the EFL need to be aware of it and give their blessing before the person can be appointed.
Presumably there will will be similar governance and “cross-affiliation” rules covering the Premier League (Butt); FA (Neville G and P); The Welsh FA (Giggs); UEFA (Neville G) and FIFA (Beckham) for their past and present dual interests. Why should it be any different for Scholes?
Suggests to me that any approval of dual interest for Scholes is just a formality and quite possibly, until the confirmation is given by the EFL, the reason why there has been no formal response from OAFC or Scholes himself.
So, unless the EFL say “no”, Scholes doesn’t have to give up his 10% in Salford to become manager of Latics.

Having been to Dubai a few times, I can confirm that they have phones and WiFi. Might be one of the reasons why Scholes was one of the first investors buying a piece of Palm Island? AL may just pop round for a brew!
AL made a number of decisions and financial commitments before he officially owned Latics so I don’t see any reason why Scholes can’t have similar input regarding players prior to being announced as manager.

If we are wanting to sign players in January knowing only too well about the SCMP regulations and financial embargoes, I think it’s a pretty good shout that the round 1 and 2 money would have been included in the budget. I’d guess the round 3 money will have been added now too.
The delay with Sefil was more likely due to dealing with the Martinique FA to get international clearance.

What?
We had the income. That gave scope to increase the wage bill. Therefore the reason we were unable to sign Sefil in the same week as we signed Sylla was not due to a financial embargo under SCMP.

Irrelevant. It is club income that increases the amount that potentially can be spent under the SCMP. The Fulham game will have increased that even further.
