The council committee will make a decision, hopefully a positive one and the rest of the council will go along with it. Councillors are humans too and if someone takes it upon themselves to look into an issue and come to a decision that they can subsequently be blamed for then people generally go along with it and wait for the opportunity to blame said person for it when it goes belly up.
