They get a driving ban, the fine for driving without a licence is up to £1000. Which you can get if your photo card has expired. Driving without insurance is a very catchable crime too I think we should adopt the Finn's policy of fining people amounts related to their earning. An Argie licence can be used over here but a British test must have been passed within the first 12 months of living here, he didn't do this. He was then banned from driving.
