Can anybody explain this to me, please?

 

Yesterday, when Yorkshire's starting 11 is announced, Wardlaw is an active bowler and nr. 11 batsman. Today, Bresnan (because he is not wanted by England) is now nr. 11. Doesn't Bresnan count as a substitute and does the rules state that a substitute can't bat, bowl or keep wicket?

No, that rule gets relaxed when England player's are involved, so if a player isn't required for England they can play for their county although not originally named if the England team lets them. Basically it stops them doing not much for a while as otherwise he'd just be sitting at home twiddling his thumbs. It would be the same if someone not originally named to play for England got called up last minute due to injuries despite already playing some of the county game, the replacement at county level would be able to bat/bowl.
