Dialysis unit on Latics land?

The Council’s site shows the plans submitted with this planning application. If you click on the link below and look at the first plan listed, you’ll see that the site is well away from BP up Sheepfoot Lane, next to Plumpton Clough at the rear of Carlton Way dwellings.

I wouldn't say it was well away from BP it's virtually down to the Sheepfoot Lane/Furtherwood Rd roudabout and takes up most if not all of the Sheepfoot Lane car park. The plans for the unit do say there will be 56 car park spaces for staff and patients, wonder if Latics will be allowed to park fans there!

 

From the plan it looks like they're staying clear of Plumpton Clough which in the old BP redevelopment plan. Latics were going to fill in and culvert to make more land for car parking/building or whatever.

Has anything been done about this Plumpton can of worms yet?

The site is not near the Sheepfoot Lane/Furtherwood Road roundabout.

 

The application states:

Vehicular access would be gained directly off Sheepfoot Lane; this would be controlled by vehicle arm barriers. The site is currently informally used for overflow parking associated with Royal Oldham Hospital; the car park currently has a capacity for circa 90 cars. However, the site is not formally recognised as a car park in that it is not allocated as such on the proposals map. Furthermore, the surface of the site is not tarmaced or formally marked out for parking. A review of the planning history for the site also does not highlight any permission for the use of the site for said purposes.

 

Although the redevelopment of this site for the purposes proposed would result in the loss of this parking facility it is clear that this is not a formally recognized car park and it has simply developed as such over time. In addition, it should be acknowledged that the previous planning permission at this site would have resulted in the loss of this space in any event.

 

It is also important to highlight a current application at Westwood Park, Westhulme Avenue, Oldham (reference PA/332891/12). This application is currently pending consideration, however if permission is granted, this would provide 562 parking spaces within approximately 480m of the application site. As such it is considered that any car parking that would be lost as a result of thisapplication could easily be accommodated within the Westwood Park site, should it be granted planning permission in the near future.

 

It also states:

As the site is located within close proximity to Plumpton Clough the survey recommends that no development takes place within 8m of the top of the banks of the clough, in order to avoid any harm to potential water voles. However it should be noted that the banks of the clough are so steep/deep that, even if water voles were present in the clough area, the likelihood of water voles using the top of the banks is remote.

 

The survey also identified the presence of Himalayan Balsam, Japanese Knotweed and Oxford Ragwort adjacent to the site and in/around the clough. The survey recommends that these should be controlled by cutting, hand-pulling or regular strimming/mowing. The survey notes that if the Japenese Knotweed spreads it is also recommended that this species be controlled along with the Himalayan Balsam as part of the on-going management of the site. Direct skin contact with the sap of Oxford Ragwort should be avoided.

For Japanese Knotweed??? That will help to spread it and I believe is against the law. It needs specialist treatment.

Looks like we'll be loosing a car park but gaining a more pleasant walk down Sheepfoot Lane to see the Latics aces. And a safer walk back up.

It's not possible to reproduce the plan, but the site is where the parked vehicels are on the right of this picture, well up Sheepfoot Lane from the mini-roundabout.

Pure guesswork on my part.

 

Brassbank owned the land. TTA set up a new company, Carlton, and transferred the land to it.

 

Meanwhile the football club benefits from parking revenue. Until building starts.

 

Might be wrong though.
