There's a slight flick of the leg which looks like it was maybe intended as a nudge, out of frustration that Hazzell was shepherding the ball back and he couldn't get to it. There's a big difference between letting someone know you're there and recklessly lashing out though, which is how it looks to me but it's pretty difficult to judge. He cant have done more than clipped his heels. When I first read this thread was expecting a two footed tackle that was a clear foot off the ground.
