Do they really WANT to catch them? To be fair the image coming through the digital video recording isn't too bad, in fact, it's pretty good. It's been shot with a professional standard digital camera. The problem is the actual feed from the CCTV, it's a black an white analogue feed; recorded by old CCTV cameras which have been there since Pine Villa. In this day and age it's pretty irresponsible if you're not going to invest in coloured, digital, high quality security cameras, we'd get a much clearer view of the suspect's faces and make them much more identifiable.
