Correct. And what it says on all the signs as you enter state "Welcome to the City & County of Kingston-upon-Hull", or they did when I was last there a year or so ago. However, all the signs as you approach via the M62 /A63 or any of the other 4 major routes into the City show distances and directions to "Hull", as do the ones on the South side of the Humber Bridge. You'll never hear anyone living there calling it anything but Hull.
