    The situation has moved forward. That is worthy of acknowledgement. Nobody is suggesting that there's a half day holiday and bunting put out...just a recognition that progress has been made. Give people credit for their efforts, for achieving things, even if it's just one step forward. I don't think you've got a future in man management or motivation!
