In fact, I could argue that the funny little spur that comes off the first junction of the A627(M) wins it (but I think it comes under Rochdale so I won't). And we have a road with a "no horse and carts" sign at its entrance ... clear signs of progress in Oldham! If anything, the available transport links only goes to make the case stronger for the prosecution of the useless half wits... Plus Oldham will have the Metrolink soon as well... Transport links are always a good thing. Unless you utterly fail to utilise their potential and allow them to become a convenient route away. As OMBC have done. The potential in Oldham is huge really. Just need people with vision and brains to turn it all around. To be fair, Warrington coherent planning owes much to it's new-town status from the 60s and 70s when the housing and retail/business parks were planned as a major expansion. Oldham hasn't got the same scope due to the random bits of "spare" land and the way industry developed alongside residential areas in the cotton mill boom. Add that problem to the electoral merry-go-round which all but prevents any long term plan and you've a perfect recipe for short term planning and little more than useless tinkering. If someone came up with a 50 year plan (I think it would take that long) they might actually move things to where they should be / where people want them! Oldham Council, along with all others have to have a Local Development Plan for at least 25 years. Trouble is, politics does get in the way, but also as we have seen not neccesarily council incompetence, also people appeal against various aaspects and win. Also the whole process is mired in legalse and complexity and requires specialist knowledge to understand it. The difference between the conservatives and labour was pretty clear after the election. Labour imposed ridiculous central arbitary and compulsory figures with lots of so called affordable housing that the market did not want, and the Tories abolished those but nothing sunstantial in it's palce leaving a free for all and woooly plans to incentivise builders to bribe local politicians/communities to build, and the Lib Dems did not seem to do anyting. You can see all the links her, some are big files so I have not linked them in case you don;t want to look. My lOMBC Local plans So the upshot is it is a core handful of politicians that have a clue. In my area of Kent, I have some limited experience of this. On my Town council 2 person, who were on the Area commitee had read all the documentation, and at the OMBC equivalent about 4. To be fair I don't think even the Chron would have to come on here to find out what the alternatives are. If Corney says were offski's (which he has done more than once), then it's not hard to work out where we would probably end up going. They probably just missed out that running track near Citeh's ground, but as has been said, it's a nothing article with the Chron doing their bit (or so they think) to add to the speculation and fill up a couple of pages.
