It still comes out of the buying club's accounts, who will declare it there, and therefore can be checked. The taxman is our friend in this situation as he'd be all over any dodgy amounts.

I think the main reason is PR e.g. If Charlton have accepted a smaller fee than what Villa offered previously, they could be criticised in the media/by their own fans (and by us).
