If an attempt to play the ball has been made in the box, it’s a penalty and a yellow card. If the player has not played the ball it is deemed an intentional denial of a clear goalscoring opportunity and therefore a penalty and a red card. I think we are all in agreement that Walker didn’t play the ball and intentionally brung Fondop down.
