Presumably not, as the crowd won’t be above 10,000 (or over 4,000 standing). Masks need to be worn on public transport, including transport for Wales trains running in England, such as the train from Manchester to Newport. I read the Welsh government web site as saying COVID passports are required for all indoor events, for standing events over 4,000 and all events over 10,000. Wearing masks is still compulsory in Wales on Public transport and indoor places, in shops, doctors, hospitals or care homes it is just about the only must do in Wales.
