A certain director was named as having to approve any spend by the groundsman. Even down to the odd bag of fertiliser. As with anything else - if you don't invest then the quality deteriorates. The incompetence of those running this club is unbelievable, it was well known the weather was going to get worse yet there was no communication on the official website whatsoever, they let fans travel thinking the game had a chance when it hadn't a hope.
