From what I recall has been said before on this, I think they try to justify that on the basis of surplus policing costs when they don't know in advance how many away fans are turning up on the day. Those going from Manchester Victoria should just get an open return to Rochdale and its the same train so no need to get off either. I've just paid £22.69 for two of us from Stalybridge to Bradford via Manchester. Much cheaper than Stalybridge to Bradford via Leeds.
